The government-owned Nordic room that invented responsible gambling before it was a buzzword

Founded in 1966 on the Åland Islands and owned by the regional government, Paf has spent decades proving that a state-adjacent gambling operator can run a genuinely competitive poker room. Now on the iPoker network after surviving MPN's 2020 collapse, the question for players is straightforward: does the ethics-first positioning translate into a product worth depositing at?

02 What Paf actually is - and why that matters for poker players

Paf (Ålands Penningautomatförening) is a government-owned gambling operator based on the Åland Islands, an autonomous Finnish archipelago with its own gambling framework that predates EU regulation. Founded in 1966 by Finnish Red Cross, Save the Children, and two local charities, Paf has been legally obligated since day one to direct all profits toward social welfare, cultural initiatives, and public health. That is not marketing language - it is the foundational legal condition of the company's operating license.

For poker players, this matters in a specific and practical way: Paf has stronger structural incentives to retain recreational players than any private operator. A room owned by shareholders needs to maximize revenue per player; a room owned by a government welfare mandate needs to keep players playing within safe limits. Paf introduced a mandatory Yearly Loss Limit across all customers in 2018 - the first operator in the industry to do this, and still one of the very few that applies it without opt-in. If your annual losses exceed the threshold, the system stops you. This caps the upside for heavy grinders extracting value from recreational players, but it also means the recreational players who fund the poker ecosystem are staying in the game longer, which is generally good for everyone.

Paf operates poker, casino, sportsbook, bingo, and onboard gaming for 29 cruise ships in the Baltic and North Seas. Poker is one product line among several, not the dominant one - which is honest context for the traffic numbers you will find in the cashier.

03 Software and platform: iPoker after MPN

Paf was on the Microgaming Poker Network (MPN) for most of its online poker history, and migrated to Playtech's iPoker network when MPN closed in May 2020. The transition placed Paf inside the same player pool as RedStar Poker, Guts Poker, Betsson, Coolbet, and a range of other European skins - collectively running 1.5 to 2K concurrent cash players at any given time, which makes iPoker a stable mid-tier network globally.

The iPoker client supports cash games (Texas Hold'em and Omaha), Sit & Gos, MTTs, Blaze (fast-fold), and Twisters - the iPoker equivalent of Spin & Go lottery SNGs. Blaze tables are available at micro to low stakes and allow players to fold immediately and receive a new hand at a different table, meaning volume per hour is significantly higher than standard tables. Twisters come in three variants: the standard Twister, Age of the Gods (with a Playtech progressive jackpot), and Wild Twister. The iPoker desktop client is mature, stable, and supports multi-tabling up to 16 simultaneous tables.

Mobile play is available via the dedicated Paf Poker app (iOS and Android), supporting cash games, Sit & Gos, and tournaments. The mobile client is functional and appropriate for low to mid-stakes single-tabling. It does not match GGPoker's mobile-first experience for players who play primarily on phone, but the core functionality is solid and session data syncs across devices.

04 Rake structure and what you actually pay

The iPoker network uses a percentage rake capped by stakes and player count. Standard cash game rake is 5% for blinds of €0.10/€0.20 and above; micro stakes (BB below €0.10) attract 6.67% rake with lower caps. The cap scales from €0.50 at the lowest stakes up to €25 at high stakes for full-ring tables, with heads-up tables capped at €1 regardless of stakes. This structure is broadly in line with PokerStars and 888poker at equivalent stakes.

Tournament fees on iPoker average 10% of buy-in for MTTs and Sit & Gos, with Twisters at 7%. The slightly lower Twister rake makes them competitive with GGPoker's Spin & Gold (also 7%) for lottery-SNG grinders. There is no additional series fee or prize-pool skim of the kind GGPoker introduced with some of its major series.

iPoker uses a Source-Based Rakeback (SBR) distribution model - formally updated to the Real Player Value (RPV) model, which combines 50% weighted-contributed rake with 50% source-based attribution that tracks where deposit money originally came from. In practice this means recreational depositors generate more value per dollar raked for the operator than professional winning regulars, and skins have different incentives to reward them accordingly. What this means for most Paf players is that rakeback through the deposit bonus structure is the primary mechanism for value return, not a separate VIP program.

05 Who Paf poker is actually for

Paf poker is best suited to players in the Nordic and Baltic markets who want a regulated, responsible-gaming-focused room with solid but not exceptional traffic. The iPoker network provides enough liquidity to find cash games at NL2 through NL100 around the clock and a workable MTT schedule with daily guarantees reaching €25K-€50K on Sundays across the network. For players who primarily grind micro to low stakes cash and want a room that enforces player protections, Paf is a strong option.

For mid-stakes and high-stakes cash grinders, the traffic picture is less compelling. iPoker sits at roughly 1.5-2K concurrent players network-wide, compared to GGPoker at ~10K and PokerStars at ~2K. The pool is softer than GGPoker - iPoker deliberately positions itself toward recreational players and explicitly allows HUDs, which creates an unusual dynamic - but the absolute game selection at NL200 and above will be limited outside peak European hours.

Compared to PokerStars, Paf offers softer average opposition at equivalent stakes (the iPoker player base is less technically advanced than Stars' residual regular-player community), broadly similar rake, and a more straightforward welcome offer. The honest comparison is not Paf vs. GGPoker - that is a different product at a different scale. It is Paf vs. other mid-tier European rooms like Coolbet, Betsafe, or NordicBet, where Paf's responsible-gaming infrastructure and government-owned legitimacy are genuine differentiators.
